Joseph Villescas, an El Paso business consultant, says the city has succeeded in boosting the number of college-bound Latino students but has failed in luring them back home. “We have yet to develop a system that links back the investments we make in students’ early development,” says Villescas, whose firm has surveyed El Paso expatriates, probing the reasons they left the border region. “Annually, we're losing thousands of kids to places like Austin,” he says. Contest brings local films to digital TV audiences

Local filmmakers and music video directors are getting the chance to show off their hard work in a unique competition this fall where home viewers will decide the winners.
“Vote with Your Remote” is the inaugural Time Warner Cable competition that aims to link local cable subscribers with a diverse collection of film and music video makers. Professionals and students that live in El Paso are invited to submit their films and music videos by Sept. 30.
Joseph Villescas, an independent consultant in El Paso who helped Time Warner Cable develop the competition, said there has been one big challenge with the competition.
“The primary challenge is discovering that so many professionals and students have projects that are still lingering in the final phases of completion,” Villescas said. “We have postponed the deadline to the end of the month to make sure that people submitting feature films, documentaries, short films and music videos have enough time to finalize their videos and applications.”
The four categories of this year’s competition include feature length films, documentary films, short films and music videos. Submissions are welcome in both English and Spanish.
Viewers will vote by downloading films and music videos on the El Paso On Demand Channel 831 for free in their homes throughout September, October and November.
The submissions with the highest number of views will be announced Nov. 19. There will be one winner in the student category and one winner in the professional category. The winners’ films will remain on channel 831 for Time Warner subscribers to view at any time until the end of spring. The winners will also have their film screened publicly for local residents at a local venue.
Although there will be just two winners, all who enter the competition will get much needed exposure for their work.
“Exposure is the basis for having a career in any form of media, and if these films and music videos stay on a shelf or locked away in a hard drive for no one to experience, then it is to our collective loss,” Villescas said. “Entries in this Time Warner Cable exhibition have the opportunity to reach thousands of TWC households, and the features of EP On Demand Channel 831 provide a superior method of viewing and experiencing the film or music video while learning about the local group of individuals that collaborated in that production. One should remember that the number of local subscribers dwarfs the size of all local theater audiences combined or the total number of local viewers that can be attracted to Internet sites like YouTube.”
Gilbert Chavarria, who runs the local film website EPFilm.org, said this type of competition is important in the local filmmaking community. He said it is a welcome addition to the venues for local films including the Plaza Classic Film Festival and Premiere Cinemas, which has been friendly to local filmmakers.
“Anytime a project is completed, it represents a big step in the development of any filmmaker,” Chavarria said. “Entering a competition such as this has the residual effect of bringing a project to completion. This is important because many times local filmmakers are so focused on making a film, that they overlook the big picture, which is being able to make another film and so and so on. It also serves to energize the entire filmmaking community as a whole by providing a time and place for the appreciation of local films, which include the filmmakers and the cast and crew that help make the film possible.”
All entries must be dropped off at the Time Warner Cable office located at 7010 Airport Rd., El Paso, Texas 79906 by Sept. 30. Competition is open to students and professionals who call El Paso home.

The National Hispanic Institute Celebrates Thirty Years

Thirty years ago today Ernesto Nieto created the National Hispanic Institute (www.nhi-net.org) as a mechanism to prepare aspiring young men and women to lead the future U.S. Latino community to new heights of prosperity. NHI, like all of the other six million U.S. Latinos born in the 1970s, entered an American landscape that had only quite recently began promoting equal access to our nation’s educational resources and positions of power.
We must recall that Latino degree completion rates remained disproportionally lower than all other racial groups in the United States during the late 1970s. Latino educational performance and postsecondary degree completion did not begin to climb until the mid-1980s and then plateaued at levels comparable to those of African American students by the end of the Clinton administration.
In 1979 Ernesto recognized that learning achieved within rigorous high school classroom settings combined with knowledge derived from engaged family members and active community figures, whether civic or religious in their orientation, has historically produced advantages for foreign-born and generational U.S. Latino students throughout the country. Adding further exposure to competitive NHI learning environments that challenge participants to recognize, predict, and maximize the opportunities as well as the resources that Latino communities contain innately, whether local or global, has been the model that has been utilized throughout the last three decades. This model for producing young leaders has been evolving throughout the generational shifts that have occurred across Latino teenagers nationwide since its origin.
The Institute began in downtown Austin, Texas and immediately created opportunities to expose high school and college students across the city to leadership and public communication training. Nationally and internationally recognized leadership programs such as the Young Leaders Conference/Great Debate (YLC) for 9th graders, the Lorenzo de Zavala Youth Legislative Session (LDZ) for 10th graders, and the Collegiate World Series (CWS) for 11th graders were first to emerge throughout central Texas and the Rio Grande Valley shortly thereafter, and eventually began to impact El Paso high school students by the late 1980s.
Since its creation NHI has impacted over 2,000 graduates of nearly every public and private high school in El Paso County and another 80,000 throughout Arizona, California, Colorado, Illinois, Indiana, Nevada, New Jersey, New Mexico, New York, Pennsylvania, Texas, Washington, Wisconsin, Puerto Rico, Mexico, and Panama. Additionally, the Institute has partnered and conducted leadership programs with over 150 selective institutions of higher learning across the United States, Mexico, and Panama during its thirty year history.
In stark contrast to all other Latino organizations that exist in the United States, the educational outcomes for alumni of the Institute are truly remarkable: over 98% graduate from high school and immediately enroll in an institution of higher education, over 90% complete their undergraduate degree programs within five years of study, and over 60% eventually complete graduate degrees. Exemplary academic performance and heightened civic participation are primary characteristics of NHI alumni and are exhibited across the majority of each cohort from the 1980s, 1990s, and 2000s.
Today throughout the country, alumni are celebrating the thirtieth anniversary of the creation of the National Hispanic Institute. Ernesto and the rest of the staff of the Institute continue to prepare young men and women for future leadership roles and positions of authority in communities throughout the western hemisphere, and several El Paso high school participants are joining in celebration today at the Texas LDZ hosted by Southwestern University in Georgetown, Texas.

Demand for filmmakers met by On Demand competition

Whether a future Bergman, Cuarón (Alfonso or Carlos), Tarantino, or even quasi-Hype Williams, there’s a place for up-and-coming filmmakers in the first annual El Paso On Demand Film Exhibition. The competition is the brainchild of media consultant and film professor Joseph Villescas, who wanted to create incentive for locals to create films through collaboration with Time Warner Cable.
The competition is intended to give exposure to the El Paso On Demand channel available for current subscribers who are under-utilizing the feature, as well as to local filmmakers who submit their work to be judged by On Demand subscribers. The work will be categorized by feature films, documentaries, short films (20 minutes or less), student film (created by anyone currently enrolled) and music videos.
Knowing that the creative class had traditionally been on the back burner in his hometown, former expat Villescas returned home from Austin three years ago to make some kind of impact. Since then, some El Pasoans know him from his stints as an aspiring politician, his time as a film studies and Chicano film professor at UTEP, and running into him at the Percolator, which he calls “the perfect crossroads to get things done.”
His past ideas include converting the site of the Farah building turns into a creative media complex, an apt comparison for production between manual and creative labor, inspired by the conversion from Austin’s former airport into Austin Studios.
He has also created a sort of triumvirate with Percolator owner Bobby Smith and Blackbird Concepts filmmaker Valentin Sandoval to promote a downtown creative community. “The truth is that in El Paso we have so much creative talent,” said Villescas. He pointed to the resources for thriving film communities El Paso’s periphery, with an established program at NMSU and incentives for production companies to film in New Mexico but the noted lack of a local market. “There’s only so much of those jobs in El Paso.”
He hopes that the competition will result in bragging rights for the participants, who will be chosen by the community, but also bragging rights for the community itself. “This is a way to show off what we’re doing in El Paso.”

About 25 people -- from professionals in suits to students in torn jeans and T-shirts -- gathered at The Percolator in Downtown El Paso to watch the inauguration. Although the small theater in the back of the coffeehouse was mostly quiet, people were visibly excited when Obama stood up to take the oath of office. "I know there are a lot of people that have been dying for something like this to happen," said Joseph Villescas, a local consultant and professor at UTEP. "Young people voted, and they're now interested in politics and the future of this country. Last night a mixed crowd congregated Downtown to watch the Presidential debate in style. The event took place at Downtown coffee shop The Percolator, located at Stanton and Mills. (An inconspicuous door leads you into a private movie theater complete with cup holders for you Mocha/Shiner/Latte.) A good turn out meant a few tuts, claps and giggles along the way, which complemented the experience of watching on the big screen. (Politicians have big enough heads without projecting those heads on a 12 foot square screen). And when the debate got a little boring in places? Well you’ve still got your Mocha/Shiner/Latte.
“We definitely had a good turn out. More people are taking an interest in this election” said Bobby Smith, owner of The Percolator. And will the Percolator be putting on more events like this in the future? “Definitely,” says Bobby.
That's good news for Dr. Joseph Villescas of UTEP who organized the event. The event was born when he bumped into a certain Barack Obama in a Chicago bookstore last month. It’s a magical, musical place teeming with outlaws, and those who choose to dig their heels into the dust find they’re inextricably linked to this mysterious desert town. Word had it that Beck was one such wayward cowboy who drifted in on displaced Santa Ana winds a few years back. There were sightings at various art galleries, Mexican joints, and mom-and-pop shops. vrmi will be launching a new initiative for el paso instructors to serve a diverse body of 11-18 year old students in the arts, fitness, and other fields for january-may 2010. instructors will develop engaging coursework in these areas that will be conducted on weekdays from 3:00-7:00 pm for cohorts of approximately 15-20 students per session; course designs are expected to be developed for four week learning programs. examples of potential areas of instruction include visual arts, graphic design, web design, yoga, dance, boxing, martial arts, archery, hand drumming, dj equipment training, introductory filmmaking, acting, photography, poetry, song writing, military history, local cultural exploration, leadership development, and college preparation. other areas are encouraged to be developed as long as they are interactive, creative, intellectually stimulating, and encourage group participation as well as ongoing involvement. equipment, learning materials, and supplies will be provided for students. background checks are required for instructors. experienced teachers as well as current undergraduate students are encouraged to consider these unique part-time teaching opportunities in el paso...

The City of El Paso will be awarding Joe Olvera with its highest civilian recognition, The Star on the Mountain. This event will highlight Mr. Olvera’s life, career, and current struggle with Diabetes. Del Pueblo Press, Inc. will honor Joe Olvera with its Chicano Lifetime Achievement Award. Mr. Olvera was El Paso’s first Chicano television news reporter, and his work both in journalism and activism helped break the barriers that had limited Chicano’s influence in El Paso and around the country.

Thank you for joining us this evening to celebrate the “current expatriate” population, and to remind all expatriates of the opportunities that our local community can provide in 2009 and beyond. Any serious discussion about a return to El Paso requires one to articulate the opportunities and resources that the current landscape of our region can provide innately to former residents. Since you did live here for a significant period of time and that you more than likely have extensive family relations in the El Paso/Ciudad Juárez area, you have multidimensional advantages that can serve you locally and globally due to your direct relationship to one of the most significant cities of North America.
Know this well, anyone can flourish in El Paso, even those who have departed, through the application of one’s life training, the utilization of intrinsic social capital, and the willingness to start something new. Invest in this city by creating your own enterprise to become a job creator rather than a job seeker and civically engage your community through service for the benefit of us all—essentially, if you take care of your community, your community will take care of you.
Please consider these factors because (1) our community requires your leadership, (2) our local families and educational institutions infused tens of thousands of dollars to prepare you to operate regionally, and (3) you can apply your passion, creativity, and relationships in a manner that fulfills you more than what other locales may ever be able to achieve.
Recognize that the traditional three avenues of employment in El Paso (i.e., related to government, healthcare, and education) remain the dominant fields for adult professionals and are paying 30% less than most other cities with a population over 750,000. However, there are ample domains where highly skilled/high wage specialists can operate with limited competition in these primary areas (and several other technical and creative fields waiting to be expanded)through the creation of new firms. Perhaps 2009 will be the year when you finally launch your business locally.
The advantages expatriates from the last two decades present are generational in nature, and this is the era when the late 20th century high school graduates must consider how they will contribute to the economic and social fabric of El Paso during the mass retirement of residents born in the 1940s and 1950s. A massive transition in the leadership and decision making base is occurring throughout our city, and you can position yourself effectively here during 2009 through 2012 while the nation adjusts to a new presidential administration and a period of dramatic economic flux. It appears that even a tremendous economic crisis is yielding extraordinary opportunities for the current and former resident of El Paso.
Reconsider (or challenge a current expatriate you know to reevaluate) the benefits that El Paso presents economically, socially, and culturally—including not only cost of living and quality of life advantages, but additional opportunities that have emerged for graduate degree completion as well as a landscape primed for regional and transnational entrepreneurship. I hope that you do consider what your local legacy will be, and how all of us can work together to enhance the positioning of our community strategically. we are helping juarez-based reporter, alejandra gomez, collect blankets and winter clothes for families in need during this holiday season. temperatures are now dipping well below 25 degrees, high winds are severely impacting the lower elevations of our region, and weather-related losses of life are anticipated during december and january. donations will be received at the percolator throughout this month.
